រាជបណ្ឌិត្យសភាកម្ពុជា

 ក្រោយពីប្រទេសជាតិត្រូវបានរំដោះ នៅថ្ងៃទី៧ ខែមករា ឆ្នាំ១៩៧៩ ក្រោមការដឹកនាំរបស់ គណបក្សប្រជាជនកម្ពុជា ប្រជាពលរដ្ឋមានសិទ្ធិសេរីភាពពេញលេញឡើងវិញ ហើយប្រទេសជាតិទាំងមូល មានសុខសន្តិភាព និងអភិវឌ្ឍន៍រីកចម្រើនលើគ្រប់វិស័យមកទល់សព្វថ្ងៃនេះ ក្រោមការដឹកនាំដ៏ឈ្លាសវៃ របស់សម្តេចតេជោ ហ៊ុន សែន អតីតនាយករដ្ឋមន្រ្តី និងជាប្រធានគណបក្សប្រជាជនកម្ពុជា ហើយ សម្រាប់ឆ្នាំ២០២៤នេះ គឺស្ថិតក្រោមការដឹកនាំ របស់សម្តេចធិបតី ហ៊ុន ម៉ាណែត និងជាអនុប្រធាន គណបក្សប្រជាជនកម្ពុជាផងដែរ។ ថ្ងៃទី៧ ខែមករា ឆ្នាំ២០២៤នេះ គឺជាខួបលើកទី៤៥ឆ្នាំ (៧ មករា ១៩៧៩-៧ មករា ២០២៤) ដែលកម្ពុជាត្រូវបានសង្គ្រោះ និងរំដោះចេញផុតពីរបបកម្ពុជាប្រជាធិបតេយ្យ ឬ ហៅថារបបប្រល័យពូជសាសន៍ ប៉ុល ពត ដែលបានធ្វើអោយកម្ពុជា ក្លាយជាវាលពិឃាតដ៏ខ្មៅងងឹត អស់រយៈពេល៣ឆ្នាំ ៨ខែ និង២០ថ្ងៃ។

កម្ពុជា ដែលពីមុនជាប្រទេសត្រូវទទួលរងការហ៊ុមព័ទ្ធនិងដាក់ឱ្យនៅឯកោ ទាំងខាងនយោបាយ និង សេដ្ឋកិច្ច ប៉ុន្តែឥឡូវបានក្លាយជាប្រទេសមួយ ដែលកំពុងសមាហរណខ្លួនយ៉ាងសកម្ម ទៅក្នុង រចនាសម្ព័ន្ធនិងនិម្មាបនកម្ម តំបន់និងពិភពលោក និងជាប្រទេសដែលកំពុងតែដើរតួនាទី យ៉ាងសកម្ម ដោយស្មើសិទ្ធិនិងស្មើភាព ក្នុងគ្រប់កិច្ចការតំបន់និងនៅលើឆាកអន្តរជាតិ។ ទាំងអស់នេះសរបញ្ជាក់ឱ្យ ឃើញថា ក្រោយថ្ងៃរំដោះ ថ្ងៃ៧ ខែមករា ឆ្នាំ១៩៧៩ និងការអនុវត្តនយោបាយ ឈ្នះ ឈ្នះ បាននាំឱ្យកម្ពុជា សម្រេចបាននូវការបញ្ចប់សង្គ្រាមទាំងស្រុង និងការកសាងបាននូវសន្តិភាព និងឯកភាពជាតិពេញលេញ បាននាំមកនូវការរីកចម្រើន និងការអភិវឌ្ឍជាបន្តបន្ទាប់។ រាជរដ្ឋាភិបាល ក៏បានកំណត់ យកថ្ងៃទី២៩ ខែធ្នូ ជារៀងរាល់ឆ្នាំ ជា «ទិវាសន្តិភាពនៅកម្ពុជា»ដែលជាថ្ងៃបុណ្យជាតិផ្លូវការ នៅកម្ពុជាផង ដែរ។

ទម្រាំបានដូចសព្វថ្ងៃ ប្រទេសកម្ពុជាបានដើរលើផ្លូវដ៏សែនលំបាក និងគ្រោះថ្នាក់បំផុត ប៉ុន្តែវាជាផ្លូវដ៍ត្រឹមត្រូវ ដើម្បីធានាបាននូវភាពរីកចម្រើនយូរអង្វែង និងប្រកបដោយវិបុលភាពសម្រាប់ មាតុភូមិកម្ពុជា ក្រោមរជ្ជកាល របស់ព្រះមហាក្សត្រកម្ពុជា និងក្រោមការដឹកនាំរបស់គណបក្ស ប្រជាជនកម្ពុជា ដែលមាន សម្តេច តេជោ ហ៊ុន សែន អតីតនាយករដ្ឋមន្ត្រី នៃព្រះរាជាណាចក្រកម្ពុជា ជាប្រមុខដឹកនាំអស់រយៈពេល៣៨ឆ្នាំ ដែលបានដឹកនាំនាវាកម្ពុជា ឱ្យសម្រេចបាន សមិទ្ធផលសំខាន់ៗ ជាច្រើន ក្នុងរយៈពេលប៉ុន្មានឆ្នាំចុងក្រោយនេះ ជាពិសេសក្នុងការទប់ស្កាត់ ការរីករាលដាល នៃជំងឺកូវីដ-១៩ប្រកបដោយជោគជ័យ; បើកដំណើរការ ប្រទេសឡើងវិញ និងការស្តារ សេដ្ឋកិច្ចបានយ៉ាងឆាប់រហ័ស។ ភាពជោគជ័យយ៉ាងត្រចះត្រចង់ក្នុងការធ្វើជាម្ចាស់ផ្ទះ ក្នុងកិច្ចប្រជុំកំពូល អាស៊ាន លើកទី៤០ និងទី៤១ និងកិច្ចប្រជុំកំពូលពាក់ព័ន្ធ។ ភាពជោគជ័យ នៃមហាសន្និបាត AIPA លើកទី៤៣ ដែលបានរួមចំណែក ដល់ការកសាងសហគមន៍អាស៊ាន និងរក្សាបាននូវមជ្ឈភាពអាស៊ាន ក៏ដូចជាលើកកម្ពស់កេរ្តិ៍ឈ្មោះ និងកិត្យានុភាព របស់កម្ពុជាទាំងក្នុងតំបន់ ក៏ដូចជានៅលើពិភពលោក។ ការទទួលបាន ជោគជ័យ ក្នុងការបោះឆ្នោតជ្រើសតាំង ក្រុមប្រឹក្សាឃុំ-សង្កាត់អាណត្តិទី៥ កាលពីថ្ងៃអាទិត្យ ទី០៥ ខែមិថុនា ឆ្នាំ២០២២។ ការទទួលបានជោគជ័យក្នុងការបោះឆ្នោតជ្រើសតាំង តំណាងរាស្ត្រ អាណត្តិទី៧ កាលពី ថ្ងៃទី២៣ ខែកក្កដា ឆ្នាំ២០២៣ ជាពិសសជាងនេះទៅទៀត គឺការឡើងកាន់តំណែង ជានាយករដ្ឋមន្រ្តី របស់សម្តេចធិបតី ហ៊ុន ម៉ាណែត កាលពីថ្ងៃទី២២ ខែសីហា ឆ្នាំ២០២៣ ដែលជា កំណត់ត្រាប្រវត្តិសាស្ត្រ ថ្មីមួយសម្រាប់ប្រទេសកម្ពុជា ដែលបានផ្លាស់ប្តូរនាយករដ្ឋមន្ត្រីថ្មី ក្នុងរយៈជិត៤ទសវត្សរ៍កន្លងទៅ។ នេះបានបង្ហាញឱ្យឃើញ ថា កម្ពុជារក្សាបាននូវស្ថិរភាពនយោបាយ សន្តិសុខ សណ្តាប់ធ្នាប់ សង្គម សាមគ្គីភាព ភាពរុងរឿង និងស្ថិរភាព បើទោះបីជាបច្ចុប្បន្ន ស្ថានភាពពិភពលោក និងតំបន់ កំពុងតែមាន ភាពប្រែប្រួលយ៉ាងខ្លាំង និងប្រកប ដោយភាព ស្មុគស្មាញក៏ដោយ ហើយជាពិសេស ផលប៉ះពាល់ នៃវិបត្តិដោយសារជំងឺកូវីដ-១៩ ជម្លោះនិងការប្រកួតប្រជែង ភូមិសាស្ត្រនយោបាយរបស់ មហាអំណាច ធំៗក្នុងពិភពលោក សង្គ្រាមរវាងរុស្ស៊ី-អ៊ុយក្រែន វិបត្តិនៅឧបទ្វីបកូរ៉េ វិបត្តិនៅមីយ៉ាន់ម៉ា និងសង្គ្រាម នៅកាហ្សាជាដើម ក៏ដោយ។

បើទោះបីជាមានបញ្ហាប្រឈមជាច្រើន ដែលកំពុងកើតមានក្តី ប៉ុន្តែរាជរដ្ឋាភិបាលនីតិកាលថ្មី ក្រោមការដឹកនាំរបស់ សម្តេចធិបតី ហ៊ុន ម៉ាណែត និងជាអនុប្រជានគណបក្សប្រជាជនកម្ពុជា នៅតែមាន ជំនឿចិត្តយ៉ាងមុតមាំ និងបានដាក់ចេញគោលនយោបាយអាទិភាពរបស់ខ្លួនក្នុងការលើកកម្ពស់ជីវភាពរបស់ប្រជាពលរដ្ឋ ដោះស្រាយបញ្ហារបស់ប្រជាពលរដ្ឋ និងយកឆ្នាំ២០២៣ ជាចំណុចចាប់ផ្តើម របស់ខ្លួន ដើម្បីឈានទៅសម្រេចគោលដៅ ប្រទេសមានចំណូលមធ្យមកម្រិតខ្ពស់នៅឆ្នាំ២០៣០ និងជា ប្រទេស មានចំណូលខ្ពស់នៅឆ្នាំ២០៥០។

សូមរំលឹកផងដែរថា នៅឆ្នាំ១៩៧៥ បន្ទាប់ពីការបញ្ចប់ដោយជោគជ័យនៃសង្គ្រាមវៀតណាម (Vietnam War) ដែលមានប្រទេសកម្ពុជា ជាអ្នកដែលបានរួមចំណែក ជួយគាំទ្រដល់វៀតណាម ខាងជើង ក្នុងការធ្វើសង្គ្រាមបង្រួបបង្រួមទឹកដីវៀតណាម ហើយទទួលបានជ័យជំនះនៅថ្ងៃទី៣០ ខែមេសា ឆ្នាំ១៩៧៥ ប៉ុន្តែប្រជាជនក៏ដូចជាប្រទេសកម្ពុជា បែរជាត្រូវបានធ្លាក់ទៅក្នុងសោកនាដកម្ម ទៅវិញ។ ក្រោយការដួលរលំ របប លន់ នល់ នៅកម្ពុជា នៃថ្ងៃ១៧ ខែមេសា ឆ្នាំ១៩៧៥ របប ប៉ុល ពត បានដាក់ប្រទេស និងប្រជាជនកម្ពុជា ឱ្យធ្លាក់ទៅក្នុងរបបប្រល័យពូជសាសន៍ ដ៏អាក្រក់ដែលមិនធ្លាប់មាន ក្នុងប្រវត្តិសាស្ត្រមនុស្សជាតិ។ ក្នុងរយៈពេលត្រឹម តែ៣ឆ្នាំ ៨ខែ និង២០ថ្ងៃ ពួកគេបានសម្លាប់ប្រជាជន កម្ពុជាស្លូតត្រង់អស់ ជាង៣លាននាក់។

ទម្រាំបានដូចសព្វថ្ងៃ គឺយើងពិតជាមិនអាចបំភ្លេចបាននូវគុណបំណាច់ដ៏ថ្លៃថ្លា របស់កងទ័ពស្ម័គ្រ ចិត្ត វៀតណាម ដែលបានលះបង់ សាច់ស្រស់ឈាមស្រស់ ជាច្រើនម៉ឺននាក់ តាមការអំពាវនាវបន្ទាន់ របស់រណសិរ្សសាមគ្គីសង្គ្រោះជាតិកម្ពុជា ដើម្បីជួយសង្គ្រោះប្រទេស និងប្រជាជនកម្ពុជា ដែលកំពុងធ្លាក់ ក្នុងរបបប្រល័យ ពូជសាសន៍។ កងទ័ពរណសិរ្សសាមគ្គីសង្គ្រោះជាតិកម្ពុជា សហការជាមួយ ជាមួយកងទ័ព ស្ម័គ្រចិត្ត និងប្រជាជនវៀតណាម បានធ្វើការវាយលុកចូលមកជួយសង្គ្រោះប្រជាជន កម្ពុជា និងបានផ្តួល រំលំរបបប្រល័យ ពូជសាសន៍ខ្មែរក្រហម បានដោយជោគជ័យ នៅថ្ងៃទី៧ ខែមករា ឆ្នាំ១៩៧៩។ ក្រោយទទួល បានជោគជ័យដ៏ សែនត្រចះត្រចង់នេះ កងទ័ពស្ម័គ្រចិត្តវៀតណាម បាននៅ បន្តជួយ បណ្តុះបណ្តាល និងដឹកនាំរហូតដល់ កង ទ័ពកម្ពុជាមាន លទ្ធភាពគ្រប់គ្រាន់ ក្នុងការប្រឆាំង ទប់ស្កាត់មិន ឱ្យរបបប្រល័យ ពូជសាន៍ ដែលបាន រត់ទៅជ្រកកោនតាម បន្ទាត់ព្រំដែនកម្ពុជា-ថៃ អាច វិលត្រឡប់មកវិញ ជាលើកទីពីរបាន ទើបកងទ័ព ស្ម័គ្រចិត្តវៀតណាម សម្រេចដកចេញពីកម្ពុជា ទាំងស្រុងវិញ នៅថ្ងៃទី២០ ខែកញ្ញា ឆ្នាំ១៩៨៩។

ចាប់តាំងពីក្រោយការដកស្ម័គ្រចិត្តវៀតណាមចេញពីកម្ពុជាទាំងស្រុង ទំនាក់ទំនងរវាង កម្ពុជា និងវៀតណាម បានផ្លាស់ប្តូរជាបន្តបន្ទាប់ រហូតមក ទល់បច្ចុប្បន្ន និងបានអភិវឌ្ឍន៍កាន់តែខ្លាំងឡើង លើវិស័យជាច្រើន ដែលបាននាំមកនូវ ផលប្រយោជន៍ ជាក់ស្តែងជាច្រើនសម្រាប់ប្រជាជន នៃប្រទេស ទាំងពីរ។ ទំនាក់ទំនងរវាង កម្ពុជា និងវៀតណាម មិនត្រឹមតែ ជាទំនាក់ទំនងតាមបែបប្រពៃណី ក្នុងនាម ជាប្រទេសជិតខាង ភូមិ ផងរបងជាមួយគ្នាប៉ុណ្ណោះទេ គឺថែមទាំងជាទំនាក់ទំនងក្នុងនាមជាបងប្អូន រួមសុខ រួមទុក្ខ ជាមួយគ្នាក្នុងបុព្វហេតុរំដោះជាតិ និងការបង្រួបបង្រួមជាតិ រួមគ្នាក្នុងការកសាងនិងអភិវឌ្ឍន៍ ប្រទេសជាតិ រហូតមកទល់សព្វថ្ងៃនេះ។ ទំនាក់ទំនងនេះត្រូវបាន ថ្នាក់ដឹកនាំ និងប្រជាជន នៃប្រទេស ទាំងពីរបន្តថែរក្សានិងពូនជ្រំជាបន្តបន្ទាប់ និងត្រូវបានយុវជនជំនាន់ ក្រោយនៃប្រទេសទាំងពីរ បន្តកសាង ស្ពានមិត្តភាពនេះបន្តទៀត ក្រោមបាវចនា “ភាពជាអ្នកជិតខាងល្អ មិត្តភាពជាប្រពៃណី កិច្ចសហប្រតិបត្តិការ គ្រប់ជ្រុងជ្រោយ និរន្តរភាពយូរអង្វែង”។

នៅក្នុងសេចក្តីសម្រេចចិត្ត នៃមហាសន្និបាតរណសិរ្សសាមគ្គី អភិវឌ្ឍន៍មាតុភូមិកម្ពុជា លើកទី៦ កាលពីថ្ងៃទី១៥ ខែវិច្ឆិកា ឆ្នាំ២០២៣ កន្លងទៅ អង្គមហាសន្និបាត ក៏បានថ្លែងអំណរគុណយ៉ាង ជ្រាលជ្រៅជូនចំពោះបណ្ដាប្រទេសជាមិត្តជិតឆ្ងាយ ជាពិសេសបក្សកុម្មុយនិស្តវៀតណាម ក៏ដូចជាជូន ចំពោះរដ្ឋាភិបាល កងទ័ព និងប្រជាជនវៀតណាម ដែល បានឆ្លើយតបទៅនឹងការអំពាវនាវ របស់រណសិរ្ស សាមគ្គីសង្គ្រោះជាតិកម្ពុជា ក្នុងការតស៊ូរំដោះប្រទេស និងប្រជាជនកម្ពុជា ពីរបបប្រល័យពូជសាសន៍ ខ្មែរក្រហម។

តួយ៉ាង ក្នុងដំណើរទស្សនកិច្ចរបស់ប្រមុខដឹកនាំកម្ពុជា សម្តេចធិបតី ហ៊ុន ម៉ាណែត ទៅកាន់ សាធារណរដ្ឋសង្គមនិយមវៀតណាម កាលពីថ្ងៃទី ១១-១២ ខែធ្នូ ឆ្នាំ២០២៣ និងក្នុងជំនួបដោយឡែក ជាមួយគណៈប្រតិភូសមាគមមិត្តភាពវៀតណាម-កម្ពុជា និងសម្ព័ន្ធយុវជន កុម្មុយនីស្តហូជីមិញ ភាគី ទាំងពីរ បានផ្តល់សារៈសំខាន់ចំពោះតួនាទីរបស់សមាគមមិត្តភាព និងយុវជន ក្នុងក្របខ័ណ្ឌការទូត ប្រជាជន ដែលជួយជំរុញការផ្លាស់ប្តូរវប្បធម៌ សកម្មភាពមនុស្សធម៌ និងធុរកិច្ច។ ភាគីទាំងពីរបានផ្លាស់ប្តូរ យោបល់អំពីទិសដៅអនាគត ដើម្បីបន្តរក្សា និងបង្កើនស្មារតីសាមគ្គីភាព មិត្តភាព និងការយោគយល់រវាង ប្រជាជនប្រទេសទាំងពីរ ជាពិសេសយុវជនជំនាន់ក្រោយ និងដើម្បីរួមចំណែក ជំរុញកិច្ចសហប្រតិបត្តិការ សហគ្រិនភាព អប់រំ ទេសចរណ៍ ជាដើម។

ចំណែក ក្នុងជំនួបរវាង ឯកឧត្តម ហ៊ុន ម៉ានី ប្រធានសហភាពសហព័ន្ធយុវជនកម្ពុជា ជាមួយ គណៈប្រតិភូគណៈកម្មាធិការជាតិសម្រាប់យុវជនវៀតណាម ដឹកនាំដោយ លោក Bui Quang Huy ប្រធានគណៈកម្មាធិការជាតិសម្រាប់យុវជនវៀតណាម នៅទីស្នាក់ការកណ្តាល ស.ស.យ.ក. កាលថ្ងៃ ទី២៤ ខែឧសភា ឆ្នាំ២០២៣ ភាគីទាំង២ អបអរសាទរគ្នាទៅវិញទៅមក ចំពោះសមិទ្ធផលដែល ស្ថាប័ន ទាំង២បានសម្រេចបាន ក្នុងរយៈពេល កន្លងទៅ។ ឯកឧត្តម ហ៊ុន ម៉ានី ក៏បានអំពាវនាវឱ្យ ភាគី វៀតណាមបន្តលើកទឹកចិត្តដល់វិនិយោគិនឱ្យមកធ្វើការបណ្តាក់ទុន កាន់តែច្រើនដើម្បីជំរុញការអភិវឌ្ឍ សេដ្ឋកិច្ចរបស់ប្រទេសទាំង២។ ជាមួយគ្នានេះ ភាគីទាំង២បានប្តេជ្ញាចិត្តក្នុងការរិតចំណងសហប្រតិបត្តិការ ឱ្យកាន់តែរឹងមាំ តាមរយៈ ការផ្លាស់ប្តូរទស្សនកិច្ចគណៈប្រតិភូយុវជនទៅវិញទៅមក និងការស្វែងរក កាលានុវត្តភាព សម្រាប់គម្រោងរួមគ្នាបន្ថែមទៀត។

ក្នុងដំណើរទស្សនកិច្ចផ្លូវការរបស់ សម្តេចធិបតី ហ៊ុន ម៉ាណែត ទៅកាន់ សាធារណរដ្ឋ សង្គមនិយម វៀតណាមកាលពីថ្ងៃទី១១ ដល់១២ ខែធ្នូ ឆ្នាំ២០២៣ កន្លងទៅ ឯកឧត្ដមនាយករដ្ឋមន្ត្រី វៀតណាម បានចាត់ទុក សម្ដេចធិបតី ជាថ្នាក់ដឹកនាំវ័យក្មេងដ៏ឆ្នើម ដែលកំពុងដឹកនាំនាវាកម្ពុជា បន្តឆ្ពោះ ទៅរកការអភិវឌ្ឍនិងសមិទ្ធិផលថ្មីបន្ថែមទៀត សំដៅសម្រេចចក្ខុវិស័យ ប្រែក្លាយកម្ពុជា ជាប្រទេសមាន ចំណូលមធ្យមកម្រិតខ្ពស់នៅឆ្នាំ២០៣០ និងជាប្រទេសមានចំណូល ខ្ពស់ នៅឆ្នាំ២០៥០។

ក្នុងពិធីលៀងសាយភោជន៍ ដែលរៀបចំដោយលោក ផាម មិញជិញ នាយករដ្ឋមន្ត្រី វៀតណាមនៅ យប់ថ្ងៃទី១១ ខែធ្នូ ឆ្នាំ២០២៣ ក្នុងដំណើរទស្សនកិច្ចផ្លូវការរយៈពេលពីរថ្ងៃ ពីថ្ងៃទី១១-១២ ខែធ្នូ ឆ្នាំ២០២៣ របស់សម្តេចធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រីនៃព្រះរាជាណាចក្រកម្ពុជា ទៅកាន់សាធារណរដ្ឋសង្គមនិយមវៀតណាម សម្តេចធិបតី ហ៊ុន ម៉ាណែត ក៏បានថ្លែងថាគូសបញ្ជាក់ថា សច្ចភាព ប្រវត្តិសាស្ត្រ ខ្មែរជួយបង្រួបបង្រួមវៀត ណាមនិងវៀតណាមជួយកម្ពុជារំដោះ ប្រទេសពីរបប ប្រល័យពូជសាសន៍ ប៉ុលពត មិនអាចក្រុមប្រតិក្រិយាណាមកកែខៃកាឡៃបាននោះឡើយ។ យើងត្រូវ អប់រំនិងផ្សព្វផ្សាយ ឱ្យប្រជាជនយើងទាំងពីរ ជាពិសេសយុវជនជំនាន់ក្រោយ បានយល់ដឹង ជ្រូតជ្រាបអំពី សច្ចភាព ប្រវត្តិសាស្ត្រនេះ ក៏ដូចជាសារសំខាន់និងគុណតម្លៃ នៃទំនាក់ទំនងជិតស្និទ្ធ រវាងកម្ពុជា និងវៀតណាម។

The 45th Anniversary of Victory Day, January 7: Youths Steady build the Friendship Bridge

After the country was liberated on January 7, 1979, under the leadership of the Cambodian People's Party, the people regained their full rights and freedoms, and the whole nation has been peaceful and developed in all fields until today. Under the wise leadership of Samdech Techo Hun Sen, former Prime Minister and President of the Cambodian People's Party, and from now on is under the leadership of Samdech Thipdei Hun Manet Prime Minister of the Kingdom of Cambodia and Vice President of the Cambodian People's Party. January 7, 2024, is the 45th anniversary (January 7, 1979 - January 7, 2024) that Cambodia was rescued and liberated from the Democratic Kampuchea regime or the so-called genocidal regime of Pol Pot that put Cambodia into a dark killing field for 3 years, 8 months and 20 days.

Cambodia, formerly a besieged and isolated country, both politically and economically, has now become a country that is actively integrating itself in its regional structure and architecture, a country that is playing an active role with equal rights and equal footing. Integrity in all regional and international affairs and the dignity of the Cambodian people. This proves that after the day of liberation on January 7, 1979, and the implementation of win-win policies, Cambodia ended its long-run civil war building complete peace and national unity and paving the way for progress and development continuously. The Royal Government also designates December 29 every year as "Peace Day in Cambodia", the official national holiday in Cambodia.

To steady growth like today, Cambodia has walked the most difficult and dangerous road, but it is the right choice of the top leaders to ensure long-term and prosperous growth of Cambodia. Under the reign of the King of Cambodia and the leadership of the Cambodian People's Party, led by Samdech Techo Hun Sen, former Prime Minister of the Kingdom of Cambodia for 38 years, he ruled Cambodia ships to achieve many important achievements. In recent years, especially in the prevention of the spread of COVID-19, successful reopening of the country and rapid economic recovery, brilliant success in hosting the ASEAN Summit 40th and 41st and related summits, the success of the 43rd AIPA, which has contributed to building the ASEAN Community and maintaining the ASEAN Centrality, as well as promoting the reputation and prestige of Cambodia in the region as well as in the world. The success Commune/Sangkat Council Election of the 5th Mandate on Sunday, June 05, 2022, the success of the 7th Mandate National Assembly Election on July 23, 2023, especially Samdech Thipadei Hun Manet took office on August 22, 2023, a new historical record for Cambodia, which has changed her new prime minister after nearly four decades ago. This shows that Cambodia has maintained political stability, security, social order, unity, prosperity, and stability, despite the current global and regional situation being extremely volatile and complex, especially the effects of the COVID-19 crisis, Conflicts, and Geopolitical rivalries of the world's major powers, the Russia-Ukraine war, the Korean Peninsula crisis, the Myanmar crisis, the Gaza war.

Despite the many challenges that are emerging, the new Royal Government of Cambodia under the leadership of Samdech Thipadei Hun Manet and the Vice President of the Cambodian People's Party also still has strong confidence and has set its priority policy to Improve people's livelihood, solve people's problems and choice the year 2023 as the starting point to achieve the goal of a high middle-income country by 2030 and a high-income country by 2050.

In 1975, after the end of the Vietnam War, Cambodia was the one who contributed to the support of North Vietnam in the war for the unification of Vietnam and the victory on April 30, 1975, but Cambodia was plunged into tragedy. After the fall of the Lon Nol regime on April 17, 1975, the Pol Pot regime plunged the country and its people into the worst genocidal regime in human history and just 3 years, 8 months, and 20 days, they killed more than 3 million innocent Cambodians.

On January 7, 1979, the Kampuchean United Front for National Salvation soldiers and the Cambodian people, with the help of the Vietnamese Volunteer soldiers and people, overthrew the Khmer Rouge genocidal regime led by Pol Pot, Ieng Sary, Khieu Samphan liberated the people and country of Cambodia from the Khmer Rouge genocidal regime. This victory was a historic event of great international solidarity between the people and the soldiers of the two countries, Cambodia and Vietnam, and opened up a new page in the friendly relations and good neighborliness between the two countries. After this victory, the Vietnamese Volunteer soldiers continued to help and train the Cambodian soldiers to prevent the return to power in Cambodia of a genocidal regime that fled to the Cambodian-Thai border and the Vietnamese Volunteer soldiers completely withdrew from Cambodia in September 1989.

Since the complete withdrawal of Vietnamese volunteer soldiers from Cambodia, relations between Cambodia and Vietnam have changed steadily until now and have developed more and more in many fields, which have brought many tangible benefits for the people of both countries. The relationship between Cambodia and Vietnam is not only traditional, as a neighbor, but also a relationship as a brother and sister in the cause of national liberation and national reunification for building and developing the nation until today. This relationship has been maintained and nurtured by the leaders and people of the two countries, and the younger generation of the two countries will continue to build this bridge of friendship under the motto “good neighborliness, traditional friendship, and comprehensive, sustainable, long-term cooperation”.

In the resolution of the 6th General Assembly of The Solidarity Front for the Development of Cambodian Motherland on November 15, 2023, the General Assembly also expressed its deep gratitude to neighboring countries, especially the Communist Party of Vietnam, as well as to the Vietnamese government, army and people who responded to the call of the Kampuchean United Front for National Salvation in the struggle to liberate the country and the Cambodian people from the Khmer Rouge genocidal regime.

For example, during the official visit of Samdech Thipadei Hun Sen, the Prime Minister of Cambodia to the Socialist Republic of Vietnam on December 11-12, 2023, and in courtesy calls by the Viet Nam-Cambodia Friendship Association and the Ho Chi Minh Communist Youth Union, the two sides highlighted their vital role in people diplomacy, cultural exchanges, humanitarian activities, and business. Talks focused on future directions aimed at maintaining and enhancing the spirit of solidarity, friendship, and mutual understanding between the two peoples, particularly younger generations, contributing to cooperation in areas such as trade, education, and tourism.

In the meeting between HE Hun Many, President of the Union of Youth Federations of Cambodia, and the delegation of the National Committee for Vietnamese Youth led by Mr. Bui Quang Huy, Chairman of the National Committee for Vietnamese Youth at the Union of Youth Federations of Cambodia headquarters on May 24, 2023, both sides congratulated each other on the achievements of both institutions in the past. HE Hun Many also called on the Vietnamese side to continue to encourage investors to invest more to promote the economic development of the two countries. At the same time, the two sides pledged to strengthen cooperation by exchanging visits between youth delegations and exploring opportunities for more joint projects among both sides.

During the two-day official visit from December 11-12, 2023, Samdech Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia to the Socialist Republic of Vietnam, Vietnamese Prime Minister also highlighted that the Prime Minister as a young leader will be leading the Cambodian ships towards further development and new achievements to achieve the vision of becoming a high middle-income country by 2030 and a high-income country by 2050.

At a dinner hosted by Vietnamese Prime Minister Pham Minh Chinh on the night of December 11, 2023, during a two-day official visit from December 11-12, 2023 by Samdech Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia to the Socialist Republic of Vietnam, Samdech Thipadei Hun Manet expressed that, the truth of history is Cambodia helps Vietnam to unify Vietnam and Vietnam helps Cambodia to liberate the country from the genocidal regime of Pol Pot. We need to educate and disseminate to our people, especially the younger generation, to understand this historical truth, as well as the importance and values of the close relationship between Cambodia and Vietnam.

Not only the official visit to Vietnam, which is the second official visit after China, but every time led a high-level delegation to attend summits, since taking office as Prime Minister, Cambodian leaders always met with the private sector to disseminate and share Cambodia's first phase of the Pentagonal strategy and the vision to transform Cambodia into a high-middle-income country by 2030 and a high-income country by 2050 to attract foreign investment to invest in Cambodia, especially young entrepreneurs. Therefore, this is the reality of maintaining and enhancing the spirit of solidarity, friendship, and understanding between the people of the two countries, Cambodia-Vietnam, especially the younger generation to contribute to the promotion of cooperation, entrepreneurship, education, and tourism to support the Cambodian economy to continue to develop and achieve more new achievements under the motto "Good neighborliness, traditional friendship, comprehensive cooperation, long-term sustainability".
