(រាជបណ្ឌិត្យសភាកម្ពុជា)៖ ឯកឧត្ដម Dmitry TSVETKOV ឯកអគ្គរដ្ឋទូតសហព័ន្ធរុស្ស៊ីប្រចាំព្រះរាជាណាចក្រកម្ពុជា គឺជាឥស្សរជនបរទេសទីមួយដែលរាជរដ្ឋាភិបាលកម្ពុជាបានសម្រេចតែងតាំងជា «សមាជិកកិត្តិយស»នៃរាជបណ្ឌិត្យសភាកម្ពុជា។ រាជរដ្ឋាភិបាលបានសម្រេចតែងតាំងឯកឧត្ដម Dmitry TSVETKOV ជា «សមាជិកកិត្តិយស»នៃរាជបណ្ឌិត្យសភាកម្ពុជាតាមរយៈអនុក្រឹត្យលេខ ១៥១៨ អនក្រ.តត ចុះថ្ងៃទី២៧ ខែធ្នូ ឆ្នាំ២០១៩។

នៅរសៀលថ្ងៃចន្ទ ២កើត ខែផល្គុន ឆ្នាំកុរ ឯកស័ក ព.ស. ២៥៦៣ ត្រូវនឹងថ្ងៃទី២៤ ខែកុម្ភៈ ឆ្នាំ២០២០ រាជបណ្ឌិត្យសភាកម្ពុជាបានរៀបចំប្រារព្ធពិធីប្រកាសគោរមងារជាសមាជិកកិត្តិយសនៃរាជបណ្ឌិត្យសភាកម្ពុជាជូនចំពោះឯកឧត្ដម Dmitry TSVETKOV ឯកអគ្គរដ្ឋទូតសហព័ន្ធរុស្ស៊ីប្រចាំព្រះរាជាណាចក្រកម្ពុជាក្រោមអធិបតីភាពដ៏ខ្ពង់ខ្ពស់ឯកឧត្ដមអគ្គបណ្ឌិតសភាចារ្យ អូន ព័ន្ធមុនីរ័ត្ន ឧបនាយករដ្ឋមន្ត្រី រដ្ឋមន្ត្រីក្រសួងសេដ្ឋកិច្ចនិងហិរញ្ញវត្ថុ និងជាប្រធានក្រុមប្រឹក្សាបណ្ឌិតសភាចារ្យ នៃរាជបណ្ឌិត្យសភាកម្ពុជា។

នៅក្នុងពិធីប្រកាសគោរមងារកិត្តិយសជូនដល់ឯកឧត្ដម Dmitry TSVETKOVដែលត្រូវរៀបចំឡើងក្នុងសាលប្រជុំអគារឥន្ទ្រទេវី នៃរាជបណ្ឌិត្យសភាកម្ពុជានៅក្នុងរសៀលនេះ ឯកឧត្តមបណ្ឌិតសភាចារ្យ សុខ ទូច អនុប្រធានប្រចាំការក្រុមប្រឹក្សាបណ្ឌិតសភាចារ្យ និងជាប្រធានរាជបណ្ឌិត្យសភាកម្ពុជាបានមានប្រសាសន៍ឱ្យដឹងថា ឯកឧត្ដម Dmitry TSVETKOV ឯកអគ្គរដ្ឋទូតសហព័ន្ធរុស្ស៊ីប្រចាំព្រះរាជាណាចក្រកម្ពុជា មានគុណសម្បត្តិក្នុងការបំពេញភារកិច្ចជាតំណាងស្ថានទូតសហព័ន្ធរុស្ស៊ី មានគុណបំណាច់និងស្នាដៃក្នុងការដឹកនាំ គ្រប់គ្រងស្ថាប័ន សម្របសម្រួលកិច្ចសហប្រតិបត្តិការរវាងប្រទេសទាំងពីរ ក៏ដូចជាការរឹតចំណងកិច្ចសហប្រតិបត្តិការរួមគ្នាលើកិច្ចការងារស្រាវជ្រាវបែបវិទ្យាសាស្ត្ររវាងរាជបណ្ឌិត្យសភាកម្ពុជា និងស្ថាប័នស្រាវជ្រាវរុស្ស៊ី។

បន្ថែមលើសពីនេះ ឯកឧត្តមបណ្ឌិតសភាចារ្យ សុខ ទូច បានគោរពថ្លែងអំណរគុណយ៉ាងជ្រាលជ្រៅបំផុតចំពោះសម្តេចអគ្គមហាសេនាបតីតេជោ ហ៊ុន សែន នាយករដ្ឋមន្ត្រីនៃព្រះរាជាណាចក្រកម្ពុជា និងជាប្រធានកិត្តិយសនៃក្រុមប្រឹក្សាបណ្ឌិតសភាចារ្យនៃរាជបណ្ឌិត្យសភាកម្ពុជា និង ឯកឧត្ដមអគ្គបណ្ឌិតសភាចារ្យ ឧបនាយករដ្ឋមន្ត្រី ដែលតែងផ្តល់ឱកាសដល់រាជបណ្ឌិត្យសភាកម្ពុជា ទទួលបានសមាជិកបណ្ឌិតសភា ដែលសុទ្ធសឹងជាឥស្សរជននិងបញ្ញាជនជាន់ខ្ពស់របស់ជាតិនិងអន្តរជាតិជាបន្តបន្ទាប់។

ជាមួយនេះដែរ ឯកឧត្តមបណ្ឌិតសភាចារ្យ សុខ ទូច សង្ឃឹមយ៉ាងមុតមាំថា ក្នុងនាមជាសមាជិកកិត្តិយសនៃរាជបណ្ឌិត្យសភាកម្បុជា ឯកឧត្ដម Dmitry TSVETKOV នឹងបន្តរួមចំណែកជាមួយរាជបណ្ឌិត្យសភាកម្ពុជា ដើម្បីពង្រឹងនិងពង្រីកទំនាក់ទំនងការងារសិក្សាស្រាវជ្រាវរវាងស្ថាប័នសិក្សាស្រាវជ្រាវប្រទេសទាំងពីរ «កម្ពុជា-រុស្ស៊ី» ឱ្យកាន់តែប្រសើរ និងមានប្រសិទ្ធភាពទ្វេឡើង។

ក្នុងឱកាសនេះដែរ ឯកឧត្ដមអគ្គបណ្ឌិតសភាចារ្យ អូន ព័ន្ធមុនីរ័ត្ន ឧបនាយករដ្ឋមន្ត្រី រដ្ឋមន្ត្រីក្រសួងសេដ្ឋកិច្ចនិងហិរញ្ញវត្ថុ និងជាប្រធានក្រុមប្រឹក្សាបណ្ឌិតសភាចារ្យ នៃរាជបណ្ឌិត្យសភាកម្ពុជាមានប្រសាសន៍ថា រាជបណ្ឌិត្យសភាកម្ពុជាគឺជាស្ថាប័នស្រាវជ្រាវរបស់ជាតិ មានទស្សនវិស័យច្បាស់លាស់លើការអភិវឌ្ឍធនធានមនុស្ស និងការស្រាវជ្រាវវិទ្យាសាស្ត្រ។

ឯកឧត្ដមអគ្គបណ្ឌិតសភាចារ្យ អូន ព័ន្ធមុនីរ័ត្ន ឧបនាយករដ្ឋមន្ត្រី រដ្ឋមន្ត្រីក្រសួងសេដ្ឋកិច្ចនិងហិរញ្ញវត្ថុ និងជាប្រធានក្រុមប្រឹក្សាបណ្ឌិតសភាចារ្យ នៃរាជបណ្ឌិត្យសភាកម្ពុជាបានមានប្រសាសន៍បន្ថែមទៀតថា ការរីកចម្រើនផ្នែកសេដ្ឋកិច្ចក្នុងសង្គមជាតិកម្ពុជា ត្រូវការឱ្យដើរទន្ទឹមគ្នានឹងការរីកចម្រើនក្នុងវិស័យសិក្សាស្រាវជ្រាវគ្រប់វិស័យ ជាពិសេសវិស័យបច្ចេកវិទ្យា និង វិស័យអប់រំ ដែលជាមូលដ្ឋានគ្រឹះនៃការអភិវឌ្ឍ។ ចេញពីចំណុចនេះ ខ្ញុំមានទស្សនៈជឿជាក់យ៉ាងមុតមាំថា ក្រុមប្រឹក្សាបណ្ឌិតសភាចារ្យនេះ កំពុងចូលរួមចំណែកយ៉ាងសំខាន់សម្រាប់ជំរុញការអភិវឌ្ឍប្រទេសជាតិ តាមរយៈការសិក្សាស្រាវជ្រាវ និងផ្ដល់ធាតុចូលជូនរាជរដ្ឋាភិបាល ឱ្យស្របតាមចក្ខុវិស័យប្រែក្លាយកម្ពុជា ទៅជាប្រទេសមានចំណូលមធ្យមកម្រិតខ្ពស់នៅឆ្នាំ២០៣០ និងជាប្រទេសមានចំណូលខ្ពស់នៅឆ្នាំ២០៥០។

ទន្ទឹមនេះ ឯកឧត្ដមអគ្គបណ្ឌិតសភាចារ្យ អូន ព័ន្ធមុនីរ័ត្ន បានមានប្រសាសន៍ចាត់ទុក ឯកឧត្ដម Dmitry TSVETKOVជាធនធានបញ្ញាជននិងជាឥស្សរជនជាន់ខ្ពស់នៃសហព័ន្ធរុស្ស៊ី។ ហើយ ឯកឧត្ដមអគ្គបណ្ឌិតសភាចារ្យបានមានប្រសាសន៍សង្ឃឹមទុកយ៉ាងមុតមាំថា សមាជិកកិត្តិយស ទី១ នៃរាជបណ្ឌិត្យសភាកម្ពុជា នឹងបន្តរួមចំណែកជំរុញ និងអភិវឌ្ឍវិស័យស្រាវជ្រាវនៅក្នុងរាជបណ្ឌិត្យសភាកម្ពុជា ក៏ដូចជាការពង្រឹងកិច្ចសហប្រតិបត្តិការស្រាវជ្រាវ ទាំងផ្នែកវិទ្យាសាស្ត្រសង្គម និងវិទ្យាសាស្ត្រពិត រវាងប្រទេសទាំងពីរ, កម្ពុជា-រុស្ស៊ី, ឱ្យស្របគ្នានឹងបេសកកម្មរបស់រាជបណ្ឌិត្យសភាកម្ពុជា ដែលរាជរដ្ឋាភិបាលកម្ពុជា បានគាំទ្រយ៉ាងពេញទំហឹងទាំងស្មារតី និងសម្ភារៈ។

សូមជម្រាបជូន ឯកឧត្ដម Dmitry TSVETKOV បានបញ្ចប់ការសិក្សាថ្នាក់បណ្ឌិតផ្នែកវិទ្យាសាស្រ្តនយោបាយពីសាកលវិទ្យាល័យទំនាក់ទំនងអន្តរជាតិក្រុងមូស្គូ (Moscow State University of International Relations)។ ឯកឧត្ដមជាឥស្សរជនដែលមានភាពវ័យឆ្លាត ក្រៅពីភាសាកំណើត ឯកឧត្ដមអាចនិយាយនិងប្រើប្រាស់បានបីភាសា បានយ៉ាងស្ទាត់ជំនាញ គឺភាសាខ្មែរ ភាសាអង់គ្លេស និងភាសាបារាំង។ ទន្ទឹមគ្នានេះដែរ ឯកឧត្ដម Dmitry TSVETKOV បានទទួលនូវកោតសរសើរនិងទទួលបាននូវគ្រឿងឥស្សរិយយសជាច្រើន ពីរដ្ឋាភិបាលនៃសហព័ន្ធរុស្ស៊ី មានដូចជា៖

១- ឆ្នាំ២០១៣ ទទួលមេដាយឥស្សរិយយស “For Merits to the Fatherland”

២- ឆ្នាំ២០១៨ ទទួលមេដាយឥស្សរិយយស “The Commemorative Medal” របស់ប្រធានាធិបតីសហព័ន្ធរុស្ស៊ី និង

៣- សញ្ញាបត្រកិត្តិយសនៃក្រុមប្រឹក្សាសហព័ន្ធនៃសហព័ន្ធសភារបស់សហព័ន្ធរុស្ស៊ី នាឆ្នាំ២០១៦។

ជាការគួរកត់សម្គាល់បន្ថែមលើសមត្ថភាព និងគុណវុឌ្ឍក្នុងនាមជាអ្នកការទូតដ៏ឆ្នើម ឯកឧត្ដម Dmitry TSVETKOV បានទទួលនូវគ្រឿងឥស្សរិយយសផ្សេងៗពីរាជរដ្ឋាភិបាលនៃព្រះរាជាណាចក្រកម្ពុជាទៀតផង រួមមានដូចជា៖

ថ្មីៗនៅដើមឆ្នាំ២០២០នេះ នៅក្នុងជំនួបជាមួយថ្នាក់ដឹកនាំនៃរាជបណ្ឌិត្យសភាកម្ពុជា ឯកឧត្ដម បានបង្ហាញពីការតាំងចិត្តនឹងរួមចំណែកពង្រឹង និងជម្រុញកិច្ចសហប្រតិបត្តិការរួមគ្នាលើវិស័យអប់រំ ជាពិសេសលើកិច្ចការងារស្រាវជ្រាវបែបវិទ្យាសាស្ត្រ រវាងស្ថាប័នរាជបណ្ឌិត្យសភាកម្ពុជា នៃព្រះរាជាណាចក្រកម្ពុជា និងស្ថាប័នស្រាវជ្រាវរុស្ស៊ីនានា នៃសហព័ន្ធរុស្ស៊ីផងដែរ៕

His Excellency Dmitry TSVETKOV, the First Foreign Dignitary Appointed by the Royal Government of Cambodia as the “Honorary Member” of the Royal Academy of Cambodia

(RAC): His Excellency Dmitry TSVETKOV, the Ambassador of the Russian Federation to the Kingdom of Cambodia, is the first foreign dignitary being appointed as the “Honorary Member” of the Royal Academy of Cambodia by the Royal Government of Cambodia. The RGC has approved of appointing H.E Dmitry TSVETKOV as the “Honorary Member” of RAC through the Sub-decree 1518, dated on 27 December 2019.

On 24 February 2020, RAC has held the Awarding Ceremony of Honorary Membership of the Royal Academy of Cambodia for H.E Dmitry TSVETKOV, the Ambassador of the Russian Federation to the Kingdom of Cambodia, which is highly presided over by His Excellency Akka Binditsapheacha Aun Pornmuniroth, Deputy Prime Minister, Minister of Economy and Finance, and the Chairman of the Council of Academicians of the Royal Academy of Cambodia.

In this awarding ceremony, His Excellency Academician Sok Touch, Standing Chairman of the Council of Academicians and the President of the Royal Academy of Cambodia has made such a remark that H.E Dmitry TSVETKOV, the Ambassador of the Russian Federation to the Kingdom of Cambodia, has had merits of completing his duty as the representative of the Russian Federation embassy, had achievements in leading, controlling the institution, coordinating the cooperation between the two nations, as well as strengthening the joint cooperation on scientific research between the Royal Academy of Cambodia and Russian research institutions.

Moreover, H.E Academician Sok Touch has shown his great gratitude to Samdech Akka Moha Sena Padei Techo Hun Sen, the Prime Minister of the Kingdom of Cambodia and the Honorary Chairman of the Council of Academicians of the Royal Academy of Cambodia, and His Excellency Akka Binditsapheacha, Deputy Prime Minister, who have always provided opportunities to RAC to consecutively receive academic members who are the national and international dignitaries and senior intellectuals.

In the meantime, H.E Academician Sok Touch strongly hopes that in the name of a honorary member of the Royal Academy of Cambodia H.E Dmitry TSVETKOV will go on contributing with the RAC in order to strengthen and expand the scientific research collaboration between the research institutions of the two nations “Cambodia-Russia” to a better and more effective level.

In that occasion, H.E Akka Binditsapheacha Aun Pornmoniroth, Deputy Prime Minster, Minister of Economy and Finance, and the Chairman of the Council of Academicians of the Royal Academy of Cambodia, said that Royal Academy of Cambodia is a national research institute with a clear vision on human resource development and scientific research.

H.E Akka Binditsapheacha Aun Pornmoniroth, Deputy Prime Minster, Minister of Economy and Finance, and the Chairman of the Council of Academicians of the Royal Academy of Cambodia, also added “Both economic and social growth in Cambodia must go along with the growth in research in all sectors, especially technological and educational sectors which are the foundations of the development. Stemming from this, I have a strong belief that this Council of Academicians is significantly contributing to promoting the national development through researching and providing input to the Royal Government of Cambodia in accordance with the vision to transform Cambodia to become a high middle-income country by 2030 and to a high-income country by 2050.”

Meanwhile, H.E Akka Binditsapheacha Aun Pornmoniroth made such a regard that H.E Dmitry TSVETKOV is an intellectual resource and senior dignitary of the Russian Federation. Also, H.E Akka Binditsapheacha said with a strong expectation that the 1st Honorary Member of the Royal Academy of Cambodia will carry on contributing to the promotion and development of research in the Royal Academy of Cambodia as well as strengthening the research collaboration in both social and natural sciences between the two nations, Cambodia-Russia, in accordance with the mission of Royal Academy of Cambodia, which the Royal Government of Cambodia has shown full support in both spirit and materials.

It is to inform that H.E Dmitry TSVETKOV has graduated with PhD in Political Science from Moscow State University of International Relations. H.E is an intelligent dignitary as besides his mother tongue, he can speak three languages fluently: Khmer, English and French. In the meantime, H.E Dmitry TSVETKOV has obtained a lot of appreciation and medals of Honor from the Government of the Russian Federation as below:

1. In 2013, he was awarded the Medal of Order “For Merits to the Fatherland”

2. In 2018, he was awarded the Commemorative Medal of the President of the Russian Federation, and

3. In 2016, he was awarded the Honorary Degree of the Federation Council of the Federal Assembly of the Russian Federation.

What is more noticeable on the capabilities and qualifications in the name of an outstanding diplomat, H.E Dmitry TSVETKOV has obtained other Medals of Honor from the Government of the Kingdom of Cambodia including:

1. On 16 September 2016, he was awarded “The Royal Order of Sahametrei”, 3rd Class

2. On 19 September 2018, he was awarded “The Royal Order of Sahametrei”, 1st Class

3. On 19 November 2019, he was awarded “The Royal Order of Sahametrei Mahasenvudha”.

Recently, in early 2020 on the occasion of meeting between the leaders of the Royal Academy of Cambodia, His Excellency has shown his commitment and contribution to strengthening and promoting the joint-cooperation on the educational sector, especially scientific research between the Royal Academy of Cambodia and other Russian research institutions of the Russian Federation.
