នៅរសៀលថ្ងៃទី២៥ ខែតុលា ឆ្នាំ២០១៩នេះ ឯកឧត្តមបណ្ឌិត គិន ភា ប្រធានវិទ្យាស្ថានទំនាក់ទំនងអន្តរជាតិកម្ពុជា បានជួបពិភាក្សាការងារជាមួយ លោកសាស្ត្រាចារ្យ Matt Ferchen ដែលអញ្ជើញមកជួបឯកឧត្តមបណ្ឌិត គិន ភា តាមរយៈស្ថានទូតសហរដ្ឋអាម៉េរិកប្រចាំកម្ពុជា។

ភាគីទាំងពីរបានពិភាក្សាគ្នាលើបញ្ហាជាច្រើន រួមទាំង ការវិនិយោគនិងជំនួយចិននៅកម្ពុជាផងដែរ។ ឯកឧត្តមបណ្ឌិត គិន ភា បានបញ្ជាក់ប្រាប់លោកសាស្ត្រាចារ្យ Matt Ferchen យ៉ាងច្បាស់លាស់ថា «កម្ពុជាមានសុឆន្ទៈនិងភាពស្មោះត្រង់ក្នុងទំនាក់ទំនងនិងកិច្ចសហប្រតិបត្តិការល្អជាមួយបណ្តាប្រទេសទាំងអស់ក្នុងតំបន់និងពិភពលោក។ ទំនាក់ទំនងល្អរវាងកម្ពុជានិងចិន មិនមែនជាឧបសគ្គចំពោះទំនាក់ទំនងល្អរបស់កម្ពុជាជាមួយបណ្តាប្រទេសផ្សេងៗទៀតនោះទេ»។

In the afternoon of 25 October 2019, H.E. Dr. Kin Phea, Director General of International Relations Institute of Cambodia, held discussion with Prof. Matt Ferchen who came to H.E. Dr. Kin Phea at the suggestion by the US Embassy in Cambodia.

Both sides had a very fruitful discussion on many issues, including Chinese investment and assistance to Cambodia. H.E. Dr. Kin Phea clearly informed Prof. Matt Ferchen that, "Cambodia has good will and honesty in its relations and cooperation with all countries in the region and the world. Healthy relations between Cambodia and China WOULD NOT BE an obstacle to good relations of Cambodia with any other countries".
