(រាជធានីភ្នំពេញ)៖ ដើម្បីបង្ហាញអំពីវប្បធម៌ដឹងគុណ ការបន្តវេន និងថ្លែងអំណរគុណដល់អ្នកប្រាជ្ញាខ្មែរដែលបានខិតខំស្រាវជ្រាវបម្រើផលប្រយោជន៍ជាតិខ្មែរទាំងមូល ឯកឧត្តមបណ្ឌិតសភាចារ្យ សុខ ទូច ប្រធានរាជបណ្ឌិត្យសភាកម្ពុជាបានអញ្ជើញ សួរសុខទុក្ខឯកឧត្តមបណ្ឌិតសភាចារ្យ ស៊ន សំណាង ទីប្រឹក្សាផ្ទាល់របស់សម្តេចអគ្គមហាសេនាបតីតេជោ ហ៊ុន សែន នាយករដ្ឋមន្ត្រីនៃព្រះរាជាណាចក្រកម្ពុជា និងជាអតីតប្រធានរាជបណ្ឌិត្យសភាកម្ពុជាជំនាន់ទីមួយ (១៩៩៩- ២០០៩) នៅរសៀលថ្ងៃពុធ ១រោច ខែភទ្របទ ឆ្នាំឆ្លូវ ត្រីស័ក ព.ស.២៥៦៥ ត្រូវនឹងថ្ងៃទី២២ ខែកញ្ញា ឆ្នាំ២០២១ក្នុងគេហដ្ឋានរបស់ឯកឧត្តមបណ្ឌិតសភាចារ្យ ស៊ន សំណាង។

នៅក្នុងឱកាសជំនួបនេះ ឯកឧត្តមបណ្ឌិតសភាចារ្យ សុខ ទូច និងឯកឧត្តមបណ្ឌិតសភាចារ្យ ស៊ន សំណាង បានរំឭកអំពីការបង្កើតរាជបណ្ឌិត្យសភាកម្ពុជានាគ្រាដំបូងនិងការដំណើរការនៃការប្រព្រឹត្តទៅរបស់រាជបណ្ឌិត្យសភាកម្ពុជាដែលមានការវិវត្តនិងមានការរីកចម្រើនជាបន្តបន្ទាប់គួរឱ្យកត់សម្គាល់។ ជាពិសេស ថ្នាក់ដឹកនាំទាំងពីរ បានគូសបញ្ជាក់អំពីបេសក កម្មស្នូលរបស់រាជបណ្ឌិត្យសភាកម្ពុជា ដែលផ្តោតជាសំខាន់លើការសិក្សាស្រាវជ្រាវ បណ្តុះបណ្តាល និងផ្សព្វផ្សាយ ដើម្បីផ្តល់ជាធាតុចូលជូនដល់ស្ថាប័នដែលពាក់ព័ន្ធ។ «ទ្រឹស្តីផ្សារភ្ជាប់នឹងការអនុវត្តចងភ្ជាប់ដោយលទ្ធផល ហើយត្រូវមានក្រមសីលធម៌វិជ្ជាជីវៈ» ជាផែនទីចង្អុលផ្លូវដែលរាជបណ្ឌិត្យសភាកម្ពុជាកំពុងប្រកាន់យកយ៉ាងខ្ជាប់ខ្ជួនបំផុត។

ជាមួយគ្នានេះដែរ ឯកឧត្តមបណ្ឌិតសភាចារ្យទាំងពីររូបបានបង្ហាញអំពីវប្បធម៌ដឹងគុណ ការបន្តវេន និងថ្លែងអំណរគុណដល់អ្នកប្រាជ្ញខ្មែរដែលបានខិតខំស្រាវជ្រាវបម្រើផលប្រយោជន៍ជាតិខ្មែរទាំងមូល ដើម្បីរមឹ្លកគុណនិងជំរុញបេសកកម្មការងាររបស់រាជបណ្ឌិត្យសភាកម្ពុជាសម្រាប់អភិវឌ្ឍកម្លាំងបញ្ញាញាណនៃប្រជាជាតិ ពង្រឹងនិងពង្រីកការសិក្សា ស្រាវជ្រាវគ្រប់មុខជំនាញនៅក្នុងប្រទេស រៀបចំវេទិកាវិទ្យាសាស្ត្រ និង បោះពុម្ពផ្សាយស្នាដៃស្រាវជ្រាវប្រកបដោយចីរភាពបន្ថែមទៀត។

សូមបញ្ជាក់ជូនថា ឯកឧត្តមបណ្ឌិតសភាចារ្យ ស៊ន សំណាង បច្ចុប្បន្នជាទីប្រឹក្សាផ្ទាល់របស់សម្តេចអគ្គមហាសេនាបតី តេជោ ហ៊ុន សែន នាយករដ្ឋមន្ត្រីនៃព្រះរាជាណាចក្រកម្ពុជា និងជាអតីតប្រធានរាជបណ្ឌិត្យសភាកម្ពុជាជំនាន់ទីមួយ (១៩៩៩-២០០៩)។ ឯកឧត្តមបណ្ឌិតសភាចារ្យជាស្ថាបនិកមួយរូបដែលបានជួយជំរុញរៀបចំដំណើរការការងារនិងការប្រព្រឹត្តទៅរបស់រាជបណ្ឌិត្យសភាកម្ពុជាឱ្យកកើតឡើងវិញក្រោយអាក់ខានអស់រយៈពេលជាច្រើនឆ្នាំដោយសារសង្គ្រាមស៊ីវិល។

នៅឆ្នាំ១៩៦៥ រាជបណ្ឌិត្យសភាកម្ពុជាបានចាប់បដិសន្ធិឡើងតាមព្រះរាជក្រមលេខ ២៦១ ប.រ និងព្រះរាជក្រឹត្យ លេខ ៤៩៩ ប.រ. ចុះ ថ្ងៃ ទី ២៥ ខែសីហា ឆ្នាំ១៩៦៥ ប៉ុន្ដែមិនទាន់ប្រព្រឹត្តទៅនៅឡើយដោយសារសង្គ្រាមស៊ីវិលចាប់ពីឆ្នាំ ១៩៧០ ក៏បានកាត់ផ្ដាច់ការខិតខំទាំងនោះទៅ។ នៅថ្ងៃទី ១១ ខែមិថុនា ឆ្នាំ១៩៩៩ រាជបណ្ឌិត្យសភាកម្ពុជា ត្រូវបានបង្កើតឡើងវិញដោយព្រះរាជក្រឹត្យលេខនស/រកត/០៥៩៩/៩៧ គឺ នៅដើមអាណត្ដិទី២នៃរាជរដ្ឋាភិបាល។

ចំណែកអតីតប្រធានរាជបណ្ឌិត្យសភាកម្ពុជាបន្តពីឯកឧត្តមបណ្ឌិតសភាចារ្យស៊ន សំណាង គឺលោកជំទាវបណ្ឌិត សភាចារ្យ ខ្លូត ធីតា ដែលបានធ្វើជាប្រធានរាជបណ្ឌិត្យសភាកម្ពុជាពីឆ្នាំ២០០៩ - ២០១៧។

បច្ចុប្បន្ននេះ ក្រោមការដឹកនាំរបស់ឯកឧត្តមបណ្ឌិតសភាចារ្យសុខ ទូច រាជបណ្ឌិត្យសភាកម្ពុជាបានក្លាយជាគ្រឹះស្ថានសាធារណៈរដ្ឋបាលស្ថិតក្រោមអាណាព្យាបាលរដ្ឋបាលនៃទីស្តីការគណៈរដ្ឋមន្ត្រីនិងស្ថិតក្រោមអាណាព្យាបាលហិរញ្ញវត្ថុនៃក្រសួងសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុ តាមរយៈព្រះរាជក្រឹត្យលេខ នស/រកត/១២១៩/១៩៦២ ចុះថ្ងៃព្រហស្បតិ៍ ១កើត ខែបុស្ស ឆ្នាំកុរ ឯកស័ក ព.ស.២៥៦៣ ត្រូវនឹងថ្ងៃទី២៦ ខែធ្នូ ឆ្នាំ២០១៩៕

"H.E. Academician Sok Touch Paid a Courtesy Visit to H.E. Academician Sorn Somnang, Former President of Royal Academy of Cambodia."

(Phnom Penh): To express the culture of gratitude, succession, and thankfulness to the Cambodian scholars who have wholeheartedly researched for the sake of the whole Khmer nation, H.E. Academician Sok Touch, President of the Royal Academy of Cambodia, paid a courtesy visit to H.E. Academician Sorn Samnang, Advisor of Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia and the former President of the Royal Academy of Cambodia (the first term: 1999-2009) on Wednesday afternoon, 22nd September 2021 in the resident of H.E. Academician Sorn Samnang.

On that occasion, H.E. Academician Sok Touch and H.E. Academician Sorn Samnang recalled the establishment of the Royal Academy of Cambodia and significant and subsequent progress of the function of the Royal Academy of Cambodia. In particular, the two leaders highlighted the core mission of the Royal Academy of Cambodia, which aims at research, training, and dissemination to provide further input to the relevant institutions. "Inseparable link between theory and practice leads to results with professional ethics" is the sole roadmap strictly adhered to by the Royal Academy of Cambodia.

The two academicians expressed a culture of gratitude, succession, and thankfulness to the Cambodian scholars who have endeavored to research for the whole Khmer nation. These also promote the Royal Academy of Cambodia's mission, which aims to develop national intellect, strengthen and expand national multi-disciplinary research, organize scientific forums, and publish more research articles.

It is confirmed that H.E. Academician Sorn Samnang is currently the Advisor of Samdech Akka Moha Sena Padei Techo Hun Sen, the Prime Minister of the Kingdom of Cambodia and the former President of the Royal Academy of Cambodia (the first term: 1999-2009). H.E. Academician is a founder who has helped promote establishing an operational organization of the Royal Academy of Cambodia following many years of postponement due to the civil war.

In 1965 the Royal Academy of Cambodia had been initially established by the Royal Proclamation No. 261 B.R. and Royal Decree No. 499 B.C. issued on 25th August 1965. Nevertheless, somehow, it had been postponed due to the legacy of the civil war from 1970. On 11th June 1999, at the commencement of the second mandate of the royal government of Cambodia, the Royal Academy of Cambodia was re-established by the Royal Decree No. NS/RKOT/0599/97.

The former president of the Royal Academy of Cambodia who succeeded H.E. Academician Sorn Samnang, Lok Chumteav Academician Khlot Thida was the president of the Royal Academy of Cambodia from 2009-2017.

Under the leadership of H.E. Academician Sok Touch, the Royal Academy of Cambodia has become a public administrative institution devolved administrative control by the Office of the Council of Ministers and financial control by the Ministry of Economy and Finance under the Royal Decree No. NS/RKOT/1219/1962 issued on Thursday 26th December 2019.
