Future Success of the Korea-Cambodia Development Partnership By: Dr. Seun Sam

An important partnership that is strengthening ties between Cambodia and Korea and laying the foundation for a happy future is the Korea-Cambodia Development Partnership. This collaboration is based on a commitment to promoting social and economic advancement as well as reciprocal cooperation and common development goals.

Korea has established itself as a global leader in a number of fields, including technology, manufacturing, and infrastructure, as a result of its extraordinary economic change over the past few decades. Korea has developed into a valued partner for nations looking to hasten their own growth because to its sophisticated knowledge and expertise. Cambodian Government should look for more good chances from Korea, not only the opportunities for Cambodian workers to work in Korea but the reputation of Korea at the present time.

Cambodia has made impressive progress in recent years by embracing economic reforms, luring in international capital, and enjoying sustained economic growth. Cambodia, a developing country with great potential, has realized the importance of forming strategic alliances to utilize resources and knowledge from outside sources for sustainable development.

The Korea-Cambodia Development Partnership unites the advantages of both countries, establishing a forum for knowledge sharing, capacity building, and joint initiatives in a range of fields. This alliance fosters cultural interchange, interpersonal relationships, and diplomatic collaboration in addition to strengthening commerce and investment links.

Cambodia may gain from cutting-edge solutions in industries including agriculture, infrastructure development, renewable energy, and digitalization by utilizing Korea's technological breakthroughs. Additionally, Cambodia's development process may learn a lot from Korea's experience in creating strong institutions, putting in place efficient regulations, and fostering equitable growth.

Beyond its financial advantages, this cooperation is significant. It stands for a dedication to advancing peace, stability, and diplomatic ties in the region. Working together, Korea and Cambodia advance the greater goals of ASEAN integration and regional cooperation in Southeast Asia.

In terms of experience and financial backing, South Korea was essential. South Korea made investments in Cambodia's infrastructure development, education, healthcare, and other crucial sectors through a number of bilateral agreements and initiatives. This collaboration paved the way for even closer ties and future mutual cooperation.

Examining possible areas for cooperation and progress on both sides

The development cooperation between Korea and Cambodia has built a solid platform for future cooperation and mutual progress. It is vital to look at potential areas of collaboration that might further enhance the links between them as both countries continue to grow their economies and look for new development opportunities.

Infrastructure development is one sector with enormous promise. Korea has thrived in this area thanks to its skills in building high-quality buildings, bridges, and roads. On the other side, in order to support its expanding economy, Cambodia has made significant progress in the construction of its infrastructure. Together, Korea and Cambodia can strive to increase connectivity, better transportation systems, and accelerate economic development by utilizing each other's knowledge and Cambodia's demand for infrastructure.

Technology and innovation is another interesting area for collaboration. Particularly in fields like electronics, telecommunications, and information technology, Korea has become a global leader in technology. With a young, tech-savvy populace, Cambodia offers a favorable environment for technological development. Korea can help Cambodia use technology for economic growth and digital transformation by promoting collaborations and knowledge-sharing efforts.

The potential for collaboration in the agricultural sector is enormous. There is a chance to increase productivity, improve farming methods, and promote sustainable agricultural practices thanks to Korea's cutting-edge agricultural technologies and Cambodia's abundant agricultural resources. Both nations may strive to ensure food security, boost agricultural exports, and enhance farmer livelihoods by exchanging expertise and conducting joint programs.

The tourist sector also offers a potential area for cooperation with benefits for both parties. In addition to Korea's lively culture and technical achievements, Cambodia is a well-liked tourist destination due to its rich cultural legacy and natural beauty. Both nations may take use of the enormous potential of the travel and tourism industry and accelerate economic growth by fostering travel collaborations, exchanging marketing ideas, and creating joint travel goods.

Establishing effective development collaborations by learning from the Korea-Cambodia partnership

The development alliance between Korea and Cambodia serves as a model for other nations looking to promote fruitful development alliances. They worked together to discover important lessons that can be used in other alliances of a similar nature.

The connection between Korea and Cambodia highlights the value of respect and understanding for one another. Both nations have demonstrated a sincere desire to gain knowledge from one another's perspectives, cultures, and experiences. The strong basis for collaboration created by this openness has made it possible to share knowledge and ideas that are advantageous to both countries.

Another factor that has been crucial to the success of this relationship is effective communication. The two nations' ongoing communication and information exchange have aided in developing a greater knowledge of one another's needs, goals, and resources. They have been able to create specialized strategies and activities as a result, which address particular problems and take advantage of common opportunities.

The importance of dedication over the long term is a further important lesson to be learned from the Korea-Cambodia collaboration. A sustained effort and financial commitment are needed for sustainable growth. Both nations have shown a persistent commitment to their alliance, ensuring that their joint projects and efforts have a long-lasting effect on Cambodia's growth trajectory.

The collaboration between Korea and Cambodia also emphasizes the significance of knowledge transfer and capacity building. Korea's expertise in a variety of fields, including technology, infrastructure development, and human resource development, has been crucial in assisting Cambodia's development. Korea has aided Cambodia in enhancing its capacity to pursue its own development agenda by sharing their experience and offering technical assistance.

The collaboration between Korea and Cambodia also emphasizes the significance of inclusivity and mutual benefits. The collaboration has placed a high priority on projects that advance equitable growth and benefit all facets of society. With this strategy, the advantages of the collaboration are guaranteed to reach the most marginalized and at-risk groups, promoting social cohesion and lowering inequality.

Overall, the collaboration has not only helped Cambodia's economy expand and flourish, but it has also deepened relations between the two countries. The advancement of the development agenda and improvement of the standard of living for the citizens of both countries have both benefited greatly from the interchange of knowledge, skills, and resources.

The Korea-Cambodia Development Partnership has a bright future and is quite promising. It is certain that this relationship will continue to thrive and produce even better outcomes with the commitment and dedication of both governments. There are so many good points that Cambodia can ask for support from Korea, not only the opportunities for Cambodian workers to work in Korea but those important points as listed above which Cambodian Government can take advantages from having a good relation with Sout Korea.

"THE KOREA-ASEAN SOLIDARITY INITIATIVE: New Momentum for Cambodia-ROK Cooperation and Partnership" By Dr. Kin Phea

The Republic of Korea’s (ROK) Indo-Pacific Strategy (IPS) was announced by President Yoon at the 2022 ASEAN-ROK Summit in Phnom Penh, Cambodia. The ROK’s Indo-Pacific Strategy was established to increase engagement and cooperation with the Indo-Pacific to advance freedom, peace and prosperity in the region under the principle of cooperative inclusivity, trust, and reciprocity.

One of the new IPS policy components is the Korea-ASEAN Solidarity Initiative (KASI). KASI is designed to strengthen cooperation with the Association of Southeast Asian Nations (ASEAN) by enhancement of economic, political, and cultural ties between Korea and ASEAN member countries.

Thus, KASI plays a significant role in sustaining ROK’s Indo-Pacific strategy and maintaining its position within the uncertainty created by superpower competition, while promoting regional cooperation, mutual trust, and the rules-based order.

KASI encompasses various areas such as trade, investment, tourism, education, and people-to-people exchanges and focuses on eight core lines of effort: 1) upgrading bilateral relations; 2) enhancing ASEAN-ROK cooperation within the ASEAN-led mechanism; 3) security cooperation; 4) promoting strategy cooperation; 5) sharing prosperity and development; 6) jointly addressing regional and global challenges; 7) promoting future generation exchanges; and, 8) increasing ASEAN-ROK cooperation resources.

It affirms ASEAN Centrality, supports the ASEAN Outlook on the Indo-Pacific (AOIP) and seeks to upgrade multilateral ties with ASEAN to a ‘Comprehensive Strategic Partnership’ as well as bilateral ties with each member state. KASI is expected to deepen cooperation with ASEAN in areas such as digitalisation, climate change and public health.

For instance, KASI aims to enhance institutions for future cooperation, including the bilateral Free Trade Agreement (FTA). The ROK plans to increase the ASEAN-Korea Cooperation Fund (AKCF) volume to US$32 million by 2027 and support infrastructure, digital and green sectors. Moreover, the ASEAN-Korea Free Trade Agreement (AKFTA) was upgraded to promote digital trade, strengthen e-government infrastructure, and cultivate a skilled workforce in digital-related fields.

In the context of great power rivalry, Cambodia’s approaches to the Indo-Pacific region are complementary to, and converge with, the ROK’s IPS and KASI initiatives. Both countries are committed to promoting an open, peaceful, free, prosperous, and inclusive Indo-Pacific region. Both countries are committed to working with and within ASEAN-led platforms and mechanisms to ensure that the region remains at the centre of regional affairs.

The KASI provides new momentum for Cambodia and the ROK to solidify their cooperation and partnership both bilaterally and multilaterally for peace, stability, development, prosperity, and inclusive growth.

The two countries have already taken some steps to implement their Indo-Pacific strategies. For example, Cambodia and the ROK have signed a number of agreements on economic cooperation, people-to-people exchanges, and capacity building. They have also conducted high-level meetings to discuss their shared interests in the region.

Cambodia-ROK cooperation has strengthened and broadened since 1997 when diplomatic ties were re-established. Since then, trade investment, tourism, and people-to-people connectivity has seen significant increases. Today, the ROK is Cambodia’s 3rd largest development investor and plays a crucial role for Cambodia to achieve its vision as an upper middle-income country by 2030 and high-income country by 2050.

Despite existing and potential benefits from Cambodia-ROK relations for national development, Cambodia must address some challenges before achieving its 2030 and 2050 development goals.

One major challenge is the lack of human resources in the digital sector. According to the Cambodia Digital Economy and Society Framework 2021-2035, Cambodia has a limited digital talent of around 50,000 personnel, and a moderately skilled ICT sector workforce. Additionally, the Kingdom’s digital literacy rate is 80.5%, with 30% possessing only basic digital skills.

In Cambodia, only 28% of students use computers for higher education, compared to 70% in Thailand and Indonesia. Digital payment infrastructure development faces challenges such as limited bank participation, lack of common platforms, and limited public awareness, which hinder adoption and access to e-payment services, despite continued modernization and interbank network connectivity.

While Cambodia has built a world-class digital substructure to empower further advances and integration of the digital superstructure of e-commerce, payment platforms, entertainment, and shared economy applications, it still requires significant consultation and technical assistance from the ROK. Sectors of specific need include financial systems, construction, transportation, AI & big data, labour, energy, and Information and Communications Technology (ICT).

The Royal Government of Cambodia has recognized the critical role of digital technology and services by adding the fifth priority ‘Technology’ to its socio-economic development strategy within the ‘Pentagonal Strategy Phase I’ to achieve digital citizens, digital business, and digital government by 2035.

Firstly, to achieve its development aims Cambodia must assimilate patterns of experience gained through consultation and the processes of establishing comprehensive digital and economic cooperative relations with the ROK. Cambodia and the ROK can enhance digital cooperation by signing agreements, attracting Korean investment, promoting private-sector partnerships, and developing digital skills through incentives, funding, and training in digital literacy and coding.

Cambodia needs the ROK’s assistance with smart city initiatives by sharing its expertise in urban planning, technology integration, and sustainable development. This collaboration aims to enhance Cambodia's urban infrastructure, improve the quality of life for its citizens, and drive economic growth through the implementation of innovative smart city solutions. Embracing this comprehensive approach, Cambodia can leverage the economy via optimization of its robust connectivity substructure to support and extend its services superstructure.

Secondly, as technology advances and global challenges arise, it is crucial for Cambodian people to develop a forward-thinking mindset that embraces innovation and progress. By doing so, strengthening and broadening people-to-people exchanges between Cambodia and the ROK are essential for building a deeper understanding of developmental approaches.

Cambodia seeks greater promotion and implementation of cultural understanding, education cooperation, and youth exchanges. The ROK could provide further educational opportunities, scholar exchange and enhanced training for Cambodian students.

People-to-people connectivity between the two countries can deepen friendships and cultures to empower individuals and foster mutual understanding. Moreover, enhanced cooperation enables the upgrade of healthcare facilities, enhanced training for medical professionals, robust implementation of comprehensive health programs, greater provision and use of advanced medical equipment, medical and health capacity-building workshops, and crucial medical missions.

Thirdly, Cambodia’s foreign policy necessitates diversifying partnerships in the region and the world for national security and prosperity. The Kingdom is committed to working with the ROK for the promotion of peace and stability in the region. Cambodia is determined to strengthen cooperation with the ROK on non-traditional security threats such as terrorism, transnational crime, and global warming.

On December 29, 2022, Cambodian and Korean commanders signed a Memorandum of Understanding (MoU) to promote friendship, mutual trust, and peace. The MoU aims to strengthen military cooperation and expand future activities. The signing marks a turning point in history. The foundation of the innovative military relationship has created opportunities and promoted closer ties between the armies of Cambodia and the ROK and is demonstrated by the many successful achievements made thus far, including several exchange visits, human resources joint training, provision of advanced military equipment, and other key areas of military capacity upgrading.

Furthermore, Cambodia recognizes the importance of collaborating with the ROK to address emerging challenges in areas such as cybersecurity and climate change. By fostering a strong partnership, both countries can effectively tackle global issues and ensure the well-being of their respective populations.

To sustain and build upon the successes of their 26-year relationship, Cambodia and the ROK need to improve political ties at a high level by sharing and exchanging mutual governance experiences under both existing bi-lateral mechanisms and ASEAN-led initiatives and mechanisms.

This can involve regular diplomatic visits, joint policy discussions, and collaboration on issues of common interest. For economic development, friendly relations encourage both parties to reach more agreements and MOUs, which include joint projects such as infrastructure development and investment in renewable energy. Additionally, people-to-people connectivity between Cambodia and the ROK can be stimulated by encouraging tourism, supporting sister-city relationships, and offering ROK scholarships for Cambodian students. The KASI illuminates both opportunities for Cambodia to diversify partnerships in the new era as well as generate multifaceted momentum for capability-building with the ROK into the future.

"Significance of ROK’s Indo-Pacific Strategy and KASI for ASEAN and Cambodia" By Dr. Seun Sam

In the last few years, to increase its involvement and cooperation with nations in the region, the Republic of Korea (ROK) has been vigorously pursuing its Indo-Pacific Strategy and other initiatives. Through a number of initiatives and alliances, this strategic approach seeks to promote freedom, peace, prosperity, and stability in the Indo-Pacific region. The Korea-ASEAN Solidarity Initiative (KASI), which aims to develop bilateral ties between the ROK and ASEAN, is one of the main elements of the ROK’s Indo-Pacific Strategy.

The Indo-Pacific region holds immense economic potential and strategic significance, making it a focal point for many nations, including the ROK. As a major global economic player, the ROK seeks to expand its presence and influence in this region by actively participating in economic, political, and security affairs. By doing so, the ROK aims to contribute to regional development and create a prosperous and interconnected Indo-Pacific community.

KASI, a crucial component of the ROK’s Indo-Pacific Strategy, provides a framework for fostering collaboration between the ROK and ASEAN members. The ROK wants to improve people-to-people connections with ASEAN nations through KASI while also promoting cultural exchanges and strengthening commercial links. This program not only benefits the ROK but also presents many chances for Cambodia and other ASEAN members to advance their own development objectives.

As an ASEAN member, Cambodia stands ready to join this initiative and gain a lot from the growth and collaboration in the Indo-Pacific region. Due to its advantageous location in the middle of Southeast Asia's continental territory, Cambodia acts as a bridge between the region’s landlocked nations and the maritime economy of the Indo-Pacific. With this situation, Cambodia has the chance to improve its infrastructure, connectivity, and economic integration.

The Indo-Pacific Strategy of the ROK has received the support of Cambodia through a number of initiatives and engagements. Cambodia’s active involvement in the ASEAN Regional Forum (ARF), where debates on regional security and cooperation take place, is one notable example. Cambodia has expressed its support for the ROK’s initiatives to advance a free, peaceful and prosperous Indo-Pacific region as an ARF member.

Additionally, Cambodia has stressed the necessity of increased maritime security and collaboration in the Indo-Pacific. Cambodia understands the need of a stable and safe marine environment for economic development and trade facilitation given its own coastal regions and maritime interests. Cambodia wants to help maintain peace and stability in the region by backing the ROK’s Indo-Pacific Strategy.

Cambodia and the ROK might examine numerous possibilities for cooperation in a variety of fields. Joint projects in business and investment, infrastructure improvement, travel, and cultural exchanges may fall under this category. Cambodia and the ROK can build beneficial alliances that will aid in the general growth of the Indo-Pacific region by utilizing one another's assets and strengths.

In order to achieve this noble vision for a free, peaceful and prosperous Indo-Pacific region, all related parties in the strategies namely ROK, ASEAN and Cambodia should consider the following factors:

1. Continuing dialogue and consultations: ROK, ASEAN, and Cambodia should create regular and substantive dialogue to discuss and address shared challenges, opportunities, and cooperation areas. This will promote a spirit of cooperation and stimulate the development of trust and understanding.

2. Promoting economic integration and trade alliances: For the Indo-Pacific strategy and KASI to be successful, it is essential to strengthen economic integration and trade alliances. Through programs including free trade agreements, business conferences, and joint ventures, ROK can look into potential for expanded trade and investment with ASEAN nations, including Cambodia.

3. Working together on infrastructure development: An important part of the Indo-Pacific strategy is infrastructure development. To expand and improve infrastructure projects like transportation networks, energy facilities, and digital connections, ROK can engage with ASEAN nations like Cambodia. This will improve trade, enable regional connections, and foster economic development.

4. Strengthening collaboration in strategic areas: Determine critical areas where the experience of the ROK may significantly advance ASEAN and Cambodia's development. This might apply to industries including technology, clean energy, agriculture, medicine, and tourism. Promoting cooperation and knowledge exchange in these industries will result in sustained development and advantages for all parties involved.

5. Supporting capacity-building initiatives: ROK can help ASEAN and Cambodian capacity-building initiatives. This might entail exchanging best practices, offering technical instruction, and promoting the transfer of knowledge in fields like governance, education, healthcare, and disaster management. Building capacities will help ASEAN and Cambodia effectively handle new challenges.

6. Promoting people-centered development: When implementing the Indo-Pacific strategy and KASI, it is crucial to give priority to people-centered development. Initiations should be directed toward enhancing the standard of living for ASEAN and Cambodian citizens, fostering inclusivity, and reducing socioeconomic imbalances, according to ROK. This will increase support for the programs and aid in their long-term viability.

Given the bright future, it is crucial to promote and aid the alliance between the ROK, ASEAN, and Cambodia. To maximize the advantages of this relationship, governments, corporations, and civil society organizations should actively look for possibilities for collaboration. They should also make use of each party's resources and strong points.

Overall, ROK, ASEAN, and Cambodia have enormous potential for mutually beneficial cooperation. All parties can help to promote regional development, economic progress, and long-lasting relationships by cooperating and building on each other's capabilities. Such alliances will enable the Indo-Pacific region to grow and stand as a beacon of stability and prosperity for many years to come.

"ROK’s Indo-Pacific Strategy and Korea-ASEAN Solidarity Initiative are Key Factors for Regional Freedom, Peace, Prosperity and Inclusivity" By Mr. Thun Chhay Piseth

Indo-Pacific is a geopolitical term that is much debated by politicians, political analysts and strategists. The Indo-Pacific accounts for almost 62% of global GDP, equivalent to two-thirds of global growth, and is likely to increase in the future. In east and south Asia, the Indo-Pacific has four major economic powers: China, Japan India and the Republic of Korea (ROK).

This region itself denotes a new era of maritime politics, wherein maritime connections and events hold significant importance. Many major countries have published their own Indo-Pacific concepts and strategies, and the ROK is one among them.

On 28 December 2022, President Yoon released the ROK’s Indo-Pacific Strategy (IPS), a strategy for a free, peaceful and prosperous Indo-pacific region, which prioritizes building a multi-layered and comprehensive network of cooperation with the Indo-Pacific region. The document outlines the ROK’s intention to enhance comprehensive partnerships covering a broad range of areas, from the economy to traditional and non-traditional security.

In only a few short decades, the ROK transitioned into a developed country and liberal democracy based on human rights and the rule of law. In the regional context, the ROK is considered as an important economic partner but not a key strategic player. The ROK’s strategy of focusing on inter-Korean relations and issues, and promoting its new regional role as a “Global Pivotal State” is a sign of the its ambition to become a “major state in the world.”

The Yoon government confirmed its intention to build engagement with other countries interested to participate in its IPS based on common values. The implementing of ROK’s IPS focuses on diplomatic channels and promoting freedom and democracy.

In contrast to the United States, Japan and Canada, always wary of China’s rise, the ROK's comprehensive strategy has sought to include China, a key trading partner, as “a key partner for achieving prosperity and peace in the Indo-Pacific region.” The document also confirmed to China that “ROK will nurture a sounder and more mature relationship, guided by international norms and rules.”

However, the strategy document received two opposite reactions, it was welcomed by the U.S and caused discomfort for China. In response to the discomfort of China, Yoon government sent a clear message that the ROK will work with all countries if they abide by existing rules and international norms, and universal values, and that the future cooperation between Seoul and Beijing in the Indo-Pacific entirely depends on participating countries.

Within the IPS, President Yoon introduced the Korea-ASEAN Solidarity Initiative (KASI), a regional policy customized for Seoul’s core partner - ASEAN - within the framework of the IPS. On Sept 6, 2023, President Yoon said, “The KASI announced by the Korean government last year is based on the centrality of ASEAN and the ROK’s firm support for ASEAN Outlook on the Indo-Pacific (AOIP)” adding, “Let us go together for the co-prosperity of Korea and ASEAN.”

The ROK is one of ASEAN’s main partners and together they have steadily developed cooperative relations in politics, security, economic and socio-cultural pillars - the three areas most important to the ASEAN community.

Southeast Asia plays a key role in the ROK’s Indo-Pacific ambitions, The region is rich in natural resources, including critical minerals; thus, it is clear that ASEAN would become a primary strategic focus through the KASI. President Yoon announced that the initiative is the basis of his government's engagement with ASEAN members.

For Southeast Asia, the ROK’s status as a fast growing arms exporter and a giant electronics manufacturer, especially in semi-conductors and memory chips. Additionally, the rise of soft power influence such as K-pop, K-film, or “Hallyu”, which have been welcomed in the region, would help boost the ROK’s strategic standing.

Therefore, it is clear that the KASI is aiming to improve economic ties and deepen cooperation within the AOIP’s four priority areas of connectivity, economic, maritime, and sustainable development cooperation.

For ASEAN, the KASI further enhances the bilateral partnership and the potential to upgrade the ‘strategic partnership’ to ‘a comprehensive strategic partnership’ in 2024. This is a sign that the two parties can move beyond mere political statement and elevate their relations into a more sustainable and equal partnership.

Based on ASEAN Centrality and the AOIP, to promote a free, peaceful, and prosperous region, the ROK announced that it would double cooperation funds related to ASEAN until 2027 to promote future cooperation and declared its will and determination to establish the highest level of partnership by going beyond purely economic considerations to strengthen foreign policy and security cooperation.

Overall, ASEAN welcomed and took note of the ROK’s policy on KASI and looks forward to receiving more details about the initiative.

Among ASEAN member states, Cambodia is most supportive of the ROK’s IPS and KASI believing that tremendous economic opportunities can be generated. The ROK’s IPS is an excellent opportunity for Cambodia and the ROK to raise their bilateral relationship to a new level.

The re-establishment of diplomatic ties between the two countries dates to late 1997. Over the past 26 years, relations and cooperation between both nations in all fields have been strengthened and expanded and have brought huge benefits to the two nations and peoples.

The ROK is one of Cambodia’s key trade partners with the bilateral trade volume increased from US$729.13 million in 2020 to US$778.92 million in 2022 and is also one of the Kingdom’s key official development assistances (ODA) providers for socio-economic, education, healthcare, agriculture and infrastructure development. Cambodia and the ROK also formally signed a free trade agreement on October 21, 2021, which became effective on December 1, 2022.

During talks with President Yoon on the sidelines of the 43rd ASEAN Summit and Related Summits in Jakarta, Indonesia, Cambodian Premier Hun Manet suggested upgrading to the “Cambodia-ROK comprehensive strategic partnership” in the immediate future.

During the 24th ASEAN Plus Three (APT) Foreign Ministers’ Meeting in Jakarta, Republic of Indonesia, Mr. Prak Sokhon, Ex-Minister of Foreign Affair and International Cooperation, welcomed the ROK’s effort to “promote meaningful, substantive and mutually beneficial cooperation through the KASI” and emphasized the importance of free and open trade to advance regional economic integration. Mr. Prak suggested that ASEAN and the ROK need to fully capitalize on bilateral and multilateral trade agreements, including the RCEP.

From a Cambodia perspective, the firm standing of the ROK in building a free, peaceful and prosperous Indo-Pacific is in accordance with the pentagonal strategy of the new government of Cambodia led by Premier Hun Manet. The strategy attaches great importance to growth, employment, equity, efficiency and sustainability, aiming at protecting, preserving and accumulating national achievements, promoting national prestige, enhancing economic growth and building the foundation toward realizing Cambodia’s Vision 2050.

Under the leadership of Premier Hun Manet, it is clear that Cambodia will continue to strengthen and expand its relations with the ROK to bring additional benefits for both peoples and nations.

Prospectively, the KASI can be a key factor for strengthening and deepening bilateral relations and cooperation between Cambodia and the ROK in many areas such as trade, agriculture, service, high technology investment and ICT, and also military and cyber-security cooperation.

The ROK’s IPS is an important marker that will enable the country to re-engage many countries in the most dynamic and contested region. This will also serve as a compass to guide the ROK’s geostrategic direction and approach towards U.S.-China competition in the Indo-Pacific while the ROK-ASEAN partnership and its bilateral cooperation with ASEAN member states will be further consolidated.
