(រាជបណ្ឌិត្យសភាកម្ពុជា)៖ ឯកឧត្ដមបណ្ឌិតសភាចារ្យ សុខ ទូច ប្រធានរាជបណ្ឌិត្យសភាកម្ពុជា បានមានប្រសាសន៍យ៉ាងដូច្នេះ នៅក្នុងឱកាសដែលឯកឧត្ដមបានអញ្ជើញជាអធិបតី ក្នុងកិច្ចប្រជុំរួមរបស់រាជបណ្ឌិត្យសភាកម្ពុជា ដែលបានប្រព្រឹត្តទៅនៅរសៀលថ្ងៃពុធ ១១រោច ខែមាឃ ឆ្នាំកុរ ឯកស័ក ព.ស. ២៥៦៣ ត្រូវនឹងថ្ងៃទី១៩ ខែកុម្ភៈ ឆ្នាំ២០២០ នៅវេលាម៉ោង ២:៣០ នាទីរសៀល នៅសាលប្រជុំអគារឥន្ទ្រទេវី នៃរាជបណ្ឌិត្យសភាកម្ពុជា។

ឯកឧត្ដមបណ្ឌិតសភាចារ្យ សុខ ទូច បានគូសបញ្ជាក់ថា ក្រោយក្រុមប្រឹក្សាភិបាលនៃរាជបណ្ឌិត្យសភាកម្ពុជារៀបចំរួច រាជបណ្ឌិត្យសភាកម្ពុជានឹងធ្វើការតែងតាំងតំណែងប្រធានវិទ្យាស្ថាននិងស្ថាប័នឧបសម្ព័ន្ធនៃរាជបណ្ឌិត្យសភាកម្ពុជាជាថ្មី ស្របតាមព្រះរាជក្រឹត្យ នស/រកត/១២១៩/១៩៦២ ស្ដីពី ការបង្កើតរាជបណ្ឌិត្យសភាកម្ពុជា ជាគ្រឹះស្ថានសាធារណៈរដ្ឋបាល។ ជាមួយគ្នានេះ ឯកឧត្ដមបណ្ឌិតសភាចារ្យ ក៏បានក្រើនរំឭកថា ប្រធានវិទ្យាស្ថាននីមួយៗ ត្រូវតែស្នើតែងតាំងមន្ត្រីរាជការក្រោមឱវាទជាប្រធាននាយកដ្ឋានត្រូវធ្វើឡើងឱ្យស្របតាមសមត្ថភាពនិងឧបនិស្ស័យ ហើយដាច់ខាតពុំត្រូវស្នើតែងតាំងមន្ត្រីណាម្នាក់ដែលអសកម្ម និងមិនបានបំពេញការងារតាមក្រមវិជ្ជាជីវៈជាអ្នកស្រាវជ្រាវនោះឡើយ។

លើសពីនេះ ឯកឧត្ដមបណ្ឌិតសភាចារ្យបានសង្កត់ធ្ងន់ថា ចំពោះមន្ត្រីរាជបណ្ឌិត្យសភាកម្ពុជារូបណាក៏ដោយ ដែលអសកម្មក្នុងការបំពេញការងារបច្ចុប្បន្ន នឹងមិនត្រឹមតែពុំត្រូវបានស្នើសុំតែងតាំងឋានៈនោះទេ តែក៏ត្រូវប្រឈមនឹងកាត់ផ្ដាច់អត្ថប្រយោជន៍ដទៃផ្សេងទៀតក្នុងនាមជាមន្ត្រីរាជការនៃរាជបណ្ឌិត្យសភាកម្ពុជាផងដែរ ប្រសិនបើមន្ត្រីរូបនោះពុំបានបំពេញការងារប្រកបដោយប្រសិទ្ធភាព សម្រាប់ស្ថាប័នស្រាវជ្រាវជាន់ខ្ពស់របស់ជាតិខ្មែរមួយនេះទេ៕

(Royal Academy of Cambodia): His Excellency Academician Sok Touch, the President of Royal Academy of Cambodia has made such a remark in the occasion of presiding over the RAC’s meeting conducted on Wednesday, 19 February 2020, at 2:30 p.m. in the Intradevi Meeting Hall of RAC.

H.E Academician Sok Touch stated that after the RAC’s Board of Trustees has been set up, RAC will organize the re-appointment of the positions of the director generals of the institutes and institutions under RAC’s supervision in accordance with the Royal Decree NS/RKT/1219/1962 on the Establishment of the Royal Academy of Cambodia as a Public Administration Institution. Meanwhile, H.E Academician also reminded each director general of the institutes must be proposed for civil servants under the supervision of the department director general and must be conducted in terms of their capacities and interests, and must not propose for any official’s appointment who is passive and does not complete his or her in the name of a professional researcher.

Moreover, H.E Academician also emphasized that for any RAC official who is inactive in the present work will not be proposed for appointment at all but will be faced to cutting other benefits in the name of a civil servant in RAC if that official does not complete his or her work effectively for this Cambodian senior research institution.
